Homeownership is Within Reach
In early 2009, a multi-faceted collaborative partnership was successful in securing federal and state funding under the Neighborhood Stabilization Program (NSP). As part of the federal Housing and Recovery Act of 2008, the NSP was created to revitalize housing and stabilize home values in the hardest hit neighborhoods of Orange County. RECAP, as one of the partners in this program, will utilize the NSP funds to create homeownership opportunities targeted in the cities of Middletown, Newburgh and Port Jervis. RECAP, in a collaborative partnership with the Orange County Office of Community Development, NYC Housing Partnership Development Corporation, Rural Development Advisory Corporation and the Greater Newburgh Habitat for Humanity created the Orange County Housing Development Fund Corporation (OC HDFC).
The focus and objective of the NSP is to purchase bank owned, vacant, foreclosed homes, rehabilitate the homes and sell to income eligible homebuyers. The agencies listed above are collaborating in a partnership to re-develop the individual homes.
RECAP, through the OC HDFC is blending the resources and talent of local financial institutions, Certified Homeownership Counselors, builders, appraisers, realtors and lenders. Therefore, you, as a homebuyer will benefit from a professional development team and may be eligible for grants of up to $60,000. The costs for these professional services are all part of the program. The NSP may serve homebuyers with annual incomes of up to 120% of the area median income, adjusted for family size. For example, a family of four earning up to $98,160 may qualify for a grant up to $60,000.
The NSP operates and models the traditional home buying process, with an emphasis on housing rehabilitation. The rehabilitation focuses on the primary system of a home, energy efficiencies, and health and safety issues. Qualified contractors vetted through the Housing Partnership and the OC Office of Community Development will complete the rehabilitation.
In order to properly prepare you as a homebuyer, the NSP requires the completion of a Homebuyer Education & Counseling class conducted by a HUD Certified Homeownership Counseling agency. To that end, part of our NSP team includes the Rural Development Advisory Corporation (RDAC) who is a certified agency. |
