According to the US Census Bureau Orange County's population has more than double between 1965 and 2009. Due to a migration, largely from New York City, population has increased and the availability of affordable housing has decreased. RECAP's Supportive Housing programs target households who are potentially homeless, low-income, elderly, disabled, or in need of transitional housing. 

Not Just Housing

The ultimate goal of all supportive housing and rental subsidy programs is to get participants back to self-sufficiency. RECAP case managers are an important part of the process. Participants meet regularly  with their case manager, in-office and in-home, to discuss updates, progress and goals. Unemployed and underemployed participants maintain structured activities daily which may include employment workshops, self and family care, and financial education. Case managers support participants through difficulties such as social service navigation, replacing valuable documents such as birth certificates and diplomas, or finding clothes for a job interview. Participants are encouraged to further their education, through Adult Basic Education (ABE), General Equivalency Diploma (GED), and English as a Second Language (ESL) courses.
